1. Crash course on the basics of open for government officials
- overview survey course for people who need a lay of the land
2. 5 Efficiency gains through open
- very targeted, makes sense to government
- focused on efficiency / effectiveness arguments
- goals: higher percentage of population educated / prepared for 21st centure workforce
3. Follow the money: set the default to open
- what's the status quo of buying textbooks today - how much money is being spent?
- what does the world (wallet) look like if we go open?
